Chrome calls the install button Load unpacked.
You’ll select a folder, not the ZIP file.
Open Chrome’s Extensions page.
Copy this address, paste it into Chrome’s address bar, and press Enter.

Find the Developer mode toggle in the top-right corner of the Extensions page and switch it on. Chrome will show the manual installation buttons.

OnClick Load unpacked. Select the folder.
Click Load unpacked near the top-left. Select the extracted tahoe-new-tab-1.0.0 folder containing manifest.json, then click Select Folder or Open. Don’t select the ZIP, and don’t select an individual file.

If Chrome asks whether to keep the new-tab change, choose to keep it.
Start with Customize for wallpapers and appearance, or Widgets to make the space your own.
Can’t see manifest.json? Open the extracted folder and look for another folder inside it. Choose the one containing that file.
